Por favor, lea atentamente estos Términos y Condiciones del Servicio (en adelante, "los Términos") antes de utilizar la plataforma web Vucem Optimizer (en adelante, "la Plataforma"), provista por Arcano Solutions. Al acceder o hacer uso de nuestros servicios, usted acepta y se obliga a cumplir con las condiciones aquí establecidas.

                Al interactuar con la Plataforma, usted reconoce que se trata de una herramienta basada en una arquitectura **Zero-Server** (procesamiento 100% local en su navegador). Ningún documento fiscal, comercial o pedimento es transmitido a los servidores del desarrollador, quedando el control y la seguridad de sus archivos bajo su estricta y exclusiva responsabilidad.
            

1. Descripción y Uso del Servicio

La Plataforma proporciona un software preventivo para facilitar la digitalización de pedimentos y documentos anexos requeridos por el Servicio de Administración Tributaria (SAT) de México a través de la Ventanilla Única de Comercio Exterior Mexicana (VUCEM), optimizando archivos PDF a 300 DPI y escala de grises de 8 bits sin scripts activos, conforme al Anexo 22 de las Reglas Generales de Comercio Exterior (RGCE). Asimismo, asiste en la estructuración de la Manifestación de Valor Electrónica (MVE - Formato E2) y la interpretación de XML.

2. Límite de Responsabilidad en Comercio Exterior

Cláusula de Exención Aduanera Crítica: Vucem Optimizer es una herramienta tecnológica de asistencia preventiva. El usuario final (importador, exportador o agente aduanal) es el único y exclusivo responsable del llenado, veracidad, validez legal y exactitud de la información transmitida a las autoridades aduaneras de México en los términos del Artículo 59, 59-A y 184 de la Ley Aduanera.

En ningún caso Arcano Solutions, sus socios o desarrolladores serán responsables por:

Multas o sanciones administrativas impuestas por el SAT o aduanas debido a información inexacta, ilegible o declaraciones erróneas.
Retrasos en el despacho aduanero, retención de mercancías o demoras logísticas.
Caídas, intermitencias o indisponibilidad técnica del portal oficial de VUCEM.

3. Propiedad Intelectual

Todos los derechos sobre la marca Vucem Optimizer, el código de programación, la lógica del algoritmo de compresión local, diseños, interfaces y logos son propiedad industrial e intelectual exclusiva de Arcano Solutions. Queda estrictamente prohibida la ingeniería inversa, descompilación o redistribución no autorizada del software.

4. Planes, Pagos y Activaciones por SPEI

El acceso a funcionalidades de volumen o configuraciones de calidad manual se rige por planes premium. Para el mercado mexicano, el pago se realiza mediante transferencia electrónica interbancaria (SPEI). El usuario acepta que:

La activación de su plan premium tras un pago por SPEI es manual y toma un lapso estimado de 5 a 15 minutos hábiles.
Los precios expresados en la Plataforma incluyen el Impuesto al Valor Agregado (IVA) del 16% en México y se emite la factura CFDI correspondiente a solicitud del usuario.
No existen plazos forzosos y las suscripciones pueden cancelarse enviando una solicitud a soporte@pdfvucem.com.

5. Jurisdicción y Ley Aplicable

Para la interpretación, cumplimiento y resolución de controversias de estos Términos, el usuario y Arcano Solutions se someten de común acuerdo a las leyes federales vigentes en los Estados Unidos Mexicanos y a la jurisdicción exclusiva de los tribunales competentes de la Ciudad de Monterrey, Nuevo León, renunciando expresamente a cualquier otro fuero que pudiere corresponderles.

Please read these Terms and Conditions of Service (hereinafter, "the Terms") carefully before using the Vucem Optimizer web platform (hereinafter, "the Platform"), provided by Arcano Solutions. By accessing or using our services, you agree to comply with and be bound by the conditions set forth herein.

                By interacting with the Platform, you acknowledge that it is a tool based on a **Zero-Server** architecture (100% local processing in your browser). No tax, commercial, or customs declaration document is transmitted to the developer's servers, leaving the control and security of your files under your strict and exclusive responsibility.
            

1. Service Description and Use

The Platform provides preventive software to facilitate the digitalization of customs declarations and attached documents required by Mexico's Tax Administration Service (SAT) through the Mexican Single Window for Foreign Trade (VUCEM), optimizing PDF files to 300 DPI and 8-bit grayscale without active scripts, in compliance with Annex 22 of the General Rules of Foreign Trade (RGCE). It also assists in structuring the Electronic Value Declaration (MVE - Form E2) and interpreting XMLs.

2. Limitation of Liability in Foreign Trade

Critical Customs Exemption Clause: Vucem Optimizer is a technological tool for preventive assistance. The end user (importer, exporter, or customs broker) is solely and exclusively responsible for the completion, truthfulness, legal validity, and accuracy of the information transmitted to the Mexican customs authorities under the terms of Articles 59, 59-A, and 184 of the Customs Law.

In no case shall Arcano Solutions, its partners, or developers be liable for:

Fines or administrative sanctions imposed by the SAT or customs due to inaccurate, illegible information, or erroneous declarations.
Delays in customs clearance, retention of merchandise, or logistical delays.
Outages, intermittency, or technical unavailability of the official VUCEM portal.

3. Intellectual Property

All rights over the Vucem Optimizer brand, the programming code, the logic of the local compression algorithm, designs, interfaces, and logos are the exclusive industrial and intellectual property of Arcano Solutions. Reverse engineering, decompilation, or unauthorized redistribution of the software is strictly prohibited.

4. Plans, Payments, and SPEI Activations

Access to volume functionalities or manual quality configurations is governed by premium plans. For the Mexican market, payment is made via interbank electronic transfer (SPEI). The user agrees that:

The activation of the premium plan after an SPEI payment is manual and takes an estimated period of 5 to 15 business minutes.
The prices expressed on the Platform include the Value Added Tax (VAT) of 16% in Mexico, and the corresponding CFDI invoice is issued upon request.
There are no mandatory terms, and subscriptions can be canceled by sending a request to soporte@pdfvucem.com.

5. Jurisdiction and Applicable Law

For the interpretation, compliance, and resolution of disputes of these Terms, the user and Arcano Solutions agree to submit to the federal laws in force in the United Mexican States and to the exclusive jurisdiction of the competent courts of the City of Monterrey, Nuevo Leon, expressly waiving any other jurisdiction that may correspond to them.

1. 服务描述和使用

本平台提供预防性软件，以方便优化墨西哥税务管理服务局（SAT）通过墨西哥对外贸易单窗口（VUCEM）要求的报关单和随附文件，根据外贸通则（RGCE）附件22的规定，将 PDF 文件优化为符合 300 DPI 和 8 位灰度的无活动脚本文件。同时它还协助构建电子价值声明（MVE - 格式 E2）并解析 XML。

2. 外贸中的责任限制

关键海关免责条款： Vucem Optimizer 是一项用于预防性协助的辅助技术工具。最终用户（进口商、出口商或报关行）对根据《海关法》第 59 条、第 59-A 条和第 184 条向墨西哥海关当局传输的信息的完整性、真实性、法律有效性和准确性承担唯一且排他的责任。

在任何情况下，Arcano Solutions、其合作伙伴或开发人员均不对以下情况负责：

SAT 或海关由于不准确、不可读的信息或错误申报而施加的罚款或行政处罚。
清关延误、货物扣留或物流延误。
VUCEM 官方门户网站的技术故障、间歇性或不可用性。

3. 知识产权

Vucem Optimizer 品牌、编程代码、本地压缩算法逻辑、设计、界面和徽标的所有权利均为 Arcano Solutions 专属的工业和知识产权。严禁对软件进行逆向工程、反编译或未经授权的重新分发。

4. 方案、付款和 SPEI 激活

对于批量功能或手动质量配置的访问，受高级方案约束。对于墨西哥市场，通过银行间电子转账（SPEI）进行付款。用户接受：

通过 SPEI 付款后，高级方案的激活是手动的，预计需要 5 到 15 个工作分钟。
平台上显示的价格包含墨西哥 16% 的增值税（VAT），并可根据用户要求开具相应的 CFDI 发票。
无强制期限，可通过发送请求至 soporte@pdfvucem.com 取消订阅。

5. 管辖权及适用法律

为解释、遵守和解决本条款引发的争议，用户和 Arcano Solutions 共同同意接受美利坚合众国现行联邦法律管辖，并提交给位于墨西哥新莱昂州蒙特雷市的主管法院，明确放弃其可能对应的任何其他管辖权。
